Join us Friday, August 13th, Friday, August 20th, and Friday, August 27th at Freedom Park Soccer Field 1 for Free Soccer Clinics for special needs players ages 5-18!

Other Details
   Players and volunteers should register for all three nights. It’s okay if they can’t make one of the nights.
   Players will get a T-shirt and soccer ball on the first night and medallion on the last night.
Volunteering
   Player Mentors and Adult Volunteers must also pre-register!
   Adult Volunteers will get a T-shirt on the first night.
   Adult Volunteers will be on hand 5:30pm – 8pm on Friday, August 13th, and 6pm – 6pm on Friday, August 20th, and Friday, August 27th.

Weather Hotline
Call the Freedom Area Rec Council hotline at (410) 549-6296 to check on field availability.  On weekdays the message is updated by 4pm.

Carroll County Recreation and Parks Severe Weather Policy
THUNDER AND LIGHTNING: Once observed or heard , all athletic fields and outdoor organized program areas must be cleared for a period of 30 minutes. If observed or heard again, the 30-minute period begins again.

SNOW: When schools are closed/close early due to inclement weather or if school activities are closed due to inclement weather, all recreation and parks activities for that day are cancelled. For weekend activities, if the snow emergency plan is in effect after 8 pm Friday or anytime Saturday, all Saturday activities are cancelled. If the snow emergency plan is in effect after 8 pm Saturday or anytime Sunday, all Sunday activities are cancelled. This includes activities that occur at school sites, nature centers, New Windsor Community Room, South Carroll Senior & Community Center and the Robert Moton Center.

WIND: When a high wind warning is issued by the National Weather Service (NWS), outdoor activities shall not operate within close proximity of trees, power lines and other potential hazards. The NWS defines a high wind warning as sustained wind speeds of 40 mph or greater lasting for 1 hour or longer or 58 mph or greater for any duration of time.

HEAT: Approximately 30 minutes prior to the start of the activity, temperature and heat index reading should be taken at the site or from www.weather.com or a comparable source. The following are recommended guidelines for coaches, program leaders and volunteers to follow with regards to Department sponsored youth activities:

  • Heat Index: 80-89 – Use caution; monitor athletes carefully for necessary action.
  • Heat Index: 90-104 – Use extreme caution; remove helmets and other equipment if not involved in contact.
  • Heat Index: 105-129 – Alter uniforms by removing items where feasible; practice should be shortened with low intensity & limited conditioning.
  • Heat Index: 130 & above – NO practices or games. Activities should be rescheduled for early/late in the day or an alternate date when the heat index is lower.
  • NOTE: Some discretion is granted to the volunteers in making this decision as programs may be occurring at sites with abundant shade, water & varying breezes. In all cases, once the heat index rises above 105, programs should allow for frequent cooling breaks, reduced activity levels and mandatory water breaks of 10 minutes in duration every 30 minutes.

EXTREME COLD TEMPERATURES: Department sponsored youth activities:

  • Temperatures above 32 degrees – no restrictions
  • Temperatures between 13 – 31 degrees – Indoor breaks every 20-30 minutes
  • Temperature or wind chill is below 13 degrees – No outdoor activities; Wind chill may be calculated by entering temperature and wind speed at www.weather.gov/epz/wxcalc_windchill

AIR QUALITY (AQI Color), AirNow: Department sponsored youth activities:

  • GREEN – Good, values of index, 0-50. Air quality is satisfactory, and air pollution posses little or no risk.
  • YELLOW – Moderate, values of index 51-100. Air quality is acceptable. However, there may be a risk for some people, particularly those who are unusually sensitive to air pollution.
  • ORANGE – Unhealthy for Sensitive Groups, values of index 101-150. Members of sensitive groups may experience health effects. The general public is less likely to be affected. For practices, take more breaks and do fewer intensive activities. Watch for symptoms and take action as needed.
  • RED – Unhealthy, values of index 151-200. Some members of the general public may experience health effects; members of sensitive groups may experience more serious health effects. Take longer breaks or move activities inside. Watch for symptoms and take action as needed.
  • PURPLE – Very Unhealthy, values of index 201-300. Health alert. The risk of health effects is increased for everyone. Move indoors or reschedule outdoor activities.
  • MAROON – Hazardous, values of index 301 and higher. Health warning of emergency conditions: everyone is more likely to be affected. Move indoors or reschedule outdoor activities.

Coaching or Volunteering? Background Check Requirements

Volunteer Information – Background Check Requirements
If you are volunteering in our program as a Coach, Assistant Coach or Team Parent you must register as a volunteer. Volunteer registration is done using the same registration site as for the players. There is no cost to register.

  • All volunteers are required to abide by Carroll County Department of Recreation and Parks Code of Conduct
  • Volunteering is a privilege, not a right; volunteers serve at will and may be released at any time
  • All volunteers serving youth must be credentialed and wear their volunteer ID badge at the time of service
  • $3.00 replacement fee for volunteer ID badges

Additionally, Carroll County Department of Recreation and Parks requires background checks for all Board Members, Head Coaches, Assistant Coaches and Team Parents involved in youth sports who are 18 and over. So all volunteers 18 and older must complete the Carroll County background check.

To start your background check, go to Carroll County’s custom application online submitting portal at https://carrollcountyrecreationandparks.quickapp.pro/positions and click the Apply button for Freedom Area.

There is no cost to any volunteer for the background check.

For volunteers younger than 18, instead of the background check, a legal guardian must complete the Minor Consent Volunteer Waiver Form (PDF).

Fall 2021 Registration

Fall 2021 Registration Open for Limited Divisions
Registration for the Fall 2021 season is open for only a few divisions at https://farc.sportssignup.com/site/ for boys and girls from age three to seniors in high school. Come out and join the fun!

MAKE SURE YOU REGISTER YOUR CHILD FOR THE GRADE THEY WILL BE IN FOR THE 2021-2022 SCHOOL YEAR.

The season starts in August when practice begins, except for the 3 & 4 year old Clinic Divisions that start in September when the regular season begins, and continues through mid-November.

Registration fees are $100.00/player with a $10.00 sibling discount for each additional child in the family when registered in our program at the same time. Registration is not considered complete and your child will not be placed on a team until payment is received.
Early Registration Discount: Register between April 1st and April 30th and receive a $5 discount!
Regular Registration: Register between May 1st and May 31st.
Late Registration: Registrations after June 1st will be subject to a $15 late fee. Registrations after July 1st will be subject to a $25 late fee.

Registration is not considered complete and your child will not be placed on a team until payment is received.

PLEASE REGISTER EARLY! Team sizes and age grouping will depend on the number of participants. Registration is first come/first serve so register early if you have a special coach or player request. Certain Divisions are going to fill up fast this year. WE CAN NOT GUARANTEE TEAM PLACEMENT IF YOUR PLAYER WAS PUT ON THE WAIT LIST.

Refund Policy
100% thru July 15th less $20.00 administrative fee, No refunds after July 15, 2021.

Trying out for a High School Team?
If you are registering your high school player and they are also trying out for their high school team please note that on their registration. Should they make the high school team your registration fee will be refunded in full.

Trying out for a FSC Travel Team?
If your child is trying out for an FSC Travel team – Do Not Register. Refunds are not offered if a player withdraws to play with a travel team. Late fees are waived for players trying out for FSC Travel teams that do not evaluate onto a team and register late for FOS.
